Description | The objectives of the project are: To build confidence and capabilities in public-private sector partnerships (PPP) as a viable means of financing and sustaining environmental facilities and services for the protection and sustainable use of the marine and coastal resources of the East Asian Seas region. To verify a PPP working model and related guidelines, resulting in the formation of public-private partnerships at the local government level To build capacity within and among the public and private sectors to effectively develop, finance, implement and sustain new investments in environmental facilities and services utilizing the PPP approach, within the East Asian Seas region and elsewhere |
Implementation Status | Development and Implementation of Public-Private Partnerships (PPP) in Environmental Investments The following activities were undertaken during the 2nd quarter: 1. On 16 to 29 April, several specialists visited the City of Haikou, Hainan Province, PR China to prepare a pre-feasibility study for a Public-Private Partnership (PPP) to improve Haikou’s infrastructure for sewerage and solid waste management. 2. On 26 to 28 April, the Training Workshop and LGU Sharing Forum on Financing Sustainable Environmental Projects were held in Manila, Philippines. Over 90 participants from various cities, municipalities and provinces, including seven municipal mayors and staff from the Department of Environment and Natural Resources (DENR) attended the event. 3. On 5-7 April, stakeholder consultations were conducted in Puerto Galera, Oriental Mindoro, Philippines regarding the project on wastewater collection and treatment system. On 19-20 April, Stakeholders Action Planning and Consensus building Workshop was undertaken in Puerto Galera. 4. On 19 June, a workshop was held to refine the draft municipal ordinance on the establishment of environmental user fee system in Puerto Galera. 5. On 20 June, a forum was conducted by Gov. Joson with the mayors, key provincial and municipal officials and other stakeholders of Nueva Ecija, Philippines to discuss the environmental management programs and projects of the province and PPP. 6. On 28 June, a meeting in Cavite, Philippines was conducted to discuss PPP and the proposed wastewater management system for selected cities and municipalities of the province. |
