Description The PECSME project is proposed to address the barriers to widespread adoption of energy conservation measures and practices in Vietnam’s SME sector identified during the PDF-B funded project design. The project is designed to provide an innovative program approach by integrating a range of complementary components and activities into an overall synergistic program. The need to deal with the myriad details in a project of this type with its many integrated components and activities is recognized in the project design where the general approach utilized in each component is to have explicit early establishment phases where the outputs of these phases then provide the necessary practical design refinements into subsequent phases. This is seen as being more effective than trying to design all activities in great detail at this point and thus lock the project into design details that may prove to be inappropriate once project implementation feedback becomes available.
Implementation Status Component 1 – Policy and regulation: i) The national workshop on EE&EC policy development I fixed for November 1 – 2. ii) Technical support from project to develop two new decrees on technology transfer in favor of energy conservation and SMEs was completed with appreciation from MOST. Submission of the decrees to PM will follow results of the national workshop Component 2: Communication and awareness: Four workshops on EE&EC practices were organized. At least 100 SMEs personnel were exposed to EE&EC practices in brick, ceramics, food processing. the PESCME project was widely exposed to the public as 02 video episodes were aired on national and HCM city television stations. Joining the PECSME project, the Vietnam Women Union and Hai Phong city also disseminate leaflets about EE&EC to local SMEs. In addition, PECSME activities and results were exposed at 05 boots at the National TECHMART 2007 in Da Nang. Components 3 and 4: Technical supports to SMEs and EESP development: The training programme is being carried out. Five training workshops on different skills and techniques were organized. Component 5 Financial support: i) LGF began to issue loan guarantee worth US$160,000. There are more than 50 pipelines projects, of which 20 are replication project (is vs. demonstration project), ii) Two workshops were organized in Hanoi and Ho Chi Minh cities to promote the LGF. finance: the guideline on technical and financial procedures for the LGF was approved and the LGF promotion was underway. It is expected that second batch of loan guarantee agreement for 10 projects would be produced by the end of the year. Component 6: Demonstration of EE&EC. There are 10 demonstration projects are being implemented.
